Trump's Secretary of Commerce, Howard Lutnick, said: “We are going to end the EB-5 program and we will replace it with the Trump Gold Card.”

The EB-5 program was created by Congress in 1990 to stimulate the US economy with the creation of employment and capital investments of foreigners.

Trump said that “the Gold Card will bring people to create jobs … I think companies will pay to get it … It is a gold card, something like the green card … is a path to citizenship.”

Lutnick said that other countries do, “like our state 51”, in reference to Canada.

According to Trump, money would be used to amortize the debt and that Congress was not necessary for approval because it is not citizenship.

He added that he would announce the gold cards next week.
