Biden administration officials began developing the guidance this summer. It was designed to be a document that could help the next administration build its approach from day one to how it will address the increasingly close relationships between the United States' most prominent adversaries and competitors, according to two senior officials.
The officials, who spoke on condition of anonymity in compliance with White House regulations, noted that the classified document would not be made public because of the sensitivity of some of its conclusions.
The memo includes four broad recommendations: improve U.S. government interagency cooperation, accelerate information sharing with allies on the four adversaries, calibrate the U.S. government's use of sanctions and other economic tools for maximum effectiveness, and strengthen preparedness for manage simultaneous crises involving adversaries.
For many years, the United States has been concerned about cooperation between the four countries. Coordination between them has accelerated following the Russian invasion of Ukraine in 2022.
Officials noted that as Russia has become isolated from much of the world, Moscow has turned to Iran for drones and missiles. From North Korea, they have received artillery, missiles and even thousands of soldiers who traveled to help the Russians try to expel Ukrainian troops from the Kursk region. China, for its part, has supported the Kremlin with dual-use components that help keep its military industrial base afloat.
In return, Russia has sent fighter jets to Iran and helped Tehran bolster its missile defense and space technology.
North Korea has received crucial fuel and financing from Russia to develop its military and productive capabilities. According to the officials, Russia has “de facto accepted North Korea as a nuclear weapons state.”
China benefits from Russian know-how and Moscow and Beijing are working together to deepen their military technical cooperation. In addition, they carry out joint patrols in the Arctic region.
Biden and President-elect Donald Trump have very different worldviews, but officials from both the incoming and outgoing administrations said they have tried to coordinate on national security issues during the transition.
